Economic Factors Considered for Risk Analysis in the WTO/SPS Agreement

This paper focuses on the arguments of economic factors considered in risk analysis of SPS measures. SPS measures can protect an importing country from the risk of contamination i.e. plant and animal disease, and contaminated food. Stricter SP5 measures reduce risk of contamination but increase costs by restricting imports from abroad. When we consider double facet characters of the SPS measures, we may need to find out the optimum level of SPS measures by products. Benefits from importing a commodity consumed much are greater than the other consumed less but the former may be more risky in terms of contamination. Therefore, WTO/SPS agreement gives more attention to the scientific factors than economic factors so far.
