Technical Efficiency with Environmental Regulations in Korean Farms

The objective of this paper is to measure the technical efficiency when environmental regulation incurs technological constraint in the process of agricultural production. Production technology is distinguished into two types depending on the existence of environmental regulation as technological constraint in the paper, strong disposability without the constraint and weak disposability with the constraint. A non-parametric analysis is utilized with recent 5 year s data(1998~2002) from Korean farms. Output technical efficiency measure is decomposed into net technical efficiency, scale efficiency, and environmental efficiency based on restrictions. Over the recent 5 years, technical efficiency ranges 0.63-0.49 without the technological constraint including all types and sizes of Korean farms. Flower or livestock farms show more technically efficient than rice or vegetable farms. Environmental efficiency ranges 0.99-0.89, measured the highest efficiency in rice farms implying least environmental constraint and the lowest efficiency in flower farms. Overall environmental constraint in the process of agricultural production is measured to bring about 2.5% loss of agricultural product in Korean farms.
