EU 농촌발전정책의 형성 및 개혁과정과 잉글랜드의 사례

The establishment and reform of EU rural development policy and the case of England Rural Development Programme

Since the 1988, there have been several reforms in the CAP and Regional Policy of the EU. From the reforms, the rural development policies of the EU have changed from sectoral policy to territorial one that takes into account farming and non-farming activities in a region. This study ultimately aims to get implication for Korea from the historical review of the reforming processes of the EU rural development p이icy. It is the changes in policy approaches from top-down to bottom-up that provide the Korean government with considerable ideas and lessons as regards how to establish decentralised policy implementation system. The case of the North East region in England actually shows the details of the local-led policy implementation process, which is based on local partnerships between public and private organisations.
