Improvement Plans for An Selection System of the Rural Community Renewal Campaign

This study analyzed problems and their solutions of a system selecting fundamental best villages for the Rural Community Renewal Campaign in Gangwon province. New selection indicators are developed through a scientific method, which is the AHP analysis, in order to secure their objectivity. First, new 39 selection indicators, which are categorized into 4 evaluation objectives of mind reform , income augmentation , environment improvement , enterprise propulsion system and self-governing body interest , are chosen through a brainstorming process with experts of various areas. Then, degrees of relative importance(relative weights) for those new indicators are determined by results derived from a survey on experts of relevant areas. The results indicate that mind reform and income augmentation , which are recently considered as main driving forces for local development, are evaluated to be more important than other evaluation objectives.
