Policy Measures to Expand Production of Bioenergy Crops

This study primarily aims to seek various policy measures to expand production of bioenergy crops(rapeseed and sweet potato). Bioenergy crop as a renewable source of energy can significantly contribute to environmental and social benefits such as reduction of air pollution and greenhouse gas emissions, improvement of overall energy security, and even contribute to the incomes and livelihoods of rural communities. To expand the growth of bioenergy crops, various policy measures to fill the gap between international rapeseed/canola price and domestic barley or rice price. The policy measures considered here include bioenergy crop direct payments, differential tax incentives(tax exemption or reduction), specific minimum blends, production quotas, and feed-in tariff(FIT) system. To acquire the land needed for bioenergy crops, reclaimed land, set-aside fallow land, and diverted land from rice and barley area should be used, and the ways to develop overseas plantations should also be sought.
