The participatory government of Roh Moo-hyun has expressed its serious concern for the food policy. Under its plans to implement a consumer- oriented agricultural policy, the government has demonstrated its commitment to rectify the disfuctional structure of food-related sector. While the agricultural policy does include various improvements, it falls short of the fundamental reform needed. As such, this paper offers proposals on how the next government could resolve major issues related to food policy.
