We investigated to find optimal strategies for early implementation and progression of HACCP in dairy farms by surveying 21 dairy farms that had been well managed with proper recording and hygienic control systems. Several were suggested to improve the current dairy farming managements. The redundant recordings of HACCP should be avoided and the skills of managerial recordings were significantly recommended to be improved. And also, for the control of hygienic problems, the cost for repair and refacilitation of HACCP control should be well planed to be minimized. As a system of specializing and uniqueness of HACCP authorized dairy farms, the milk pricing and incentive system are suggested to be reconsidered. The current milk pricing system will not encourage dairy farms to be authorized as HACCP system due to lack of practical advantages.
