The Issues and Problems of the Institutional Accreditation System

본 연구의 목적은 5개 평가를 대상으로 인증기관 대학평가의 방향과 배경논리, 평가의 특징 및 유형을 살펴보고, 이를 둘러싼 쟁점들을 종합적이고 심도있게 분석함으로써 앞으로의 구체적인 실천 과제를 제시하는 데에 있다. 이를 위해 5개 평가에 대한 이론적 배경을 살펴보고, 이를 바탕으로 평가목표, 평가내용, 평가방법, 결과활용 측면에서의 구체적인 쟁점을 도출한 후에 그에 따른 과제를 제시하였으며, 분석 결과는 다음과 같다. 첫째, 평가목표 측면에서 분석한 결과, 인증기관 대학평가에 있어 자체적인 질 개선 노력이 필요함을 알 수 있다. 둘째, 평가내용 측면에서 분석한 결과, 평가 대상의 특수성을 고려한 평가지표를 토대로 정량이 아닌 정성평가를 지향하고 지속적인 의견수렴을 통해 평가내용을 개선해 나가는 노력이 수반되어야 함을 알 수 있다. 셋째, 평가방법 측면에서 분석한 결과, 공정성 있는 시스템을 구축하는 것이 중요하며 이를 위해 평가전문가의 전문성을 제고하고, 평가인력을 다양화하며, 자체적인 성찰을 통해 자생력을 강화할 필요가 있음을 알 수 있다. 넷째, 결과활용 측면에서 분석한 결과, 평가의 궁극적 목적인 교육의 질 제고를 바탕으로 국제적 수준의 전문 인력을 양성하고 사회발전에 공헌할 수 있는 고등교육 분야인재를 육성해야 함을 알 수 있다.

The study aims to analyze 5 types of institutional accreditation on five matters : (1) objectives and the underlying logic, (2) features, (3) types. Based on the precise analysis on the issues, this study intends to present the practical tasks. To accomplish the research purpose, the study scrutinized the basic logic underlying the 5 types of institutional accreditation and proposed new approaches with the purpose of dealing with the problems based on the deduced objectives, process, methods, and utilization of the institutional accreditation programs. The findings of this study are presented as follows: First, in terms of the accreditation objectives, qualification improvement in the accreditation is required. Second, with regard to the rubric, considering the inherent features of the assessed programs and institutions, the qualitative evaluation is necessitated, instead of quantitative evaluation. It also ought to be followed by continuous comprising of opinions on the validity. Third, concerning the method, it is essential to build the fair assessment system accompanied with improving and diversifying the professionalism of raters and self-examining process, which is expected to increase the independence of the accreditation system. Fourth, regarding the analysis of the utilization, on the basis of enhancing the quality of education, which is the ultimate objective of the accreditation, it is demanded to train professional workforce and cultivate talents who can contribute to the social development.
