Guidelines to Recoupe Credit Guarantee Fund in Korean Agriculture, Forestry, and Fisheries Sector

This study aims to analyze the causes of credit guarantee fund (CGF) reduction in Korean agriculture, forestry, and fisheries sector and provide guidelines to recoupe the fund. The main cause of the CGF reduction is not in consigned credit guarantee system as commonly believed but in special credit guarantees performed by the government several times during the decade. Thus, the government needs to take a charge for the loss caused by the special credit guarantee instead of trying to integrate the CGF in agricultural sector with the CGF in non-agricultural sector. In addition, the government needs to share a partial responsibility with regional cooperatives that provide credit guarantee to farmers on behalf of the CGF, thus resulting in better credit evaluations and reduction in the fund loss.
