空間變遷에 의한 地域性 考察

A Research on Regional character by Spatial transition in SEO-GU District

행정구역상 서구는 인천지역에서 가장 한적한 해안의 외딴지대로서, 오랫동안 녹지공간이나 허허 벌판의 방치된 모습이었고 또 환경문제와 더불어 산업과 각종시설이 상대적으로 가장 낙후된 지역으로 인식되어왔고, 지역의 특성도 나타난 것이 없었다. 그러나 1970년 서구 원창동에 건설된 인천화력 발전소를 시작으로 1990년대에 이르는 동안 대규모 공업단지 시설이 설립되면서 대부분농림 수산지대였던 서구지역이 급격한 산업화 도시화가 이루어지기 시작했고, 1988년에는 서구청이 개청되면서 이 지역의 독자적인 사회, 문화도 생겨나기 시작했다. 그리고 최근에 잇달아 실시되는 대형 국책사업 및 인천시의 대규모도시개발 계획과 정부의 경제특구 개발안 확정 등으로 이 지역은 앞으로 크게 변모 될 전망이다. 서구지역이 기대되는 발전 여건들을 보면 해안의 광활한 매립지와 친수공간의 천연자원이 있고 내륙에는 개발의 여지를 두고 있는 자연의녹지 공간이 산재해 있어 성장 잠재력을 엿볼 수 있고 지정학적으로도 이곳은 서해안시대를 맞은 대중교역의 확대와 동북아 경제권의 부상 그리고 남북관계의 변화와 장기적으로는 남북통일을 전제할 때 서해안 개발축의 중심지로서 서구지역은 그 핵심으로 주목되고 있다.

Seo-Gu is located in the quiet coastal area of north-western Incheon. Historically, it is conceptually recognized as a region combined with Pupyoen and Gyeyang. Seo-Gu has suffered various environmental pollutions, experienced late urbanism relative to other areas in Inchon, and failed to show social and cultural characteristics. However, public facilities and industrial complexes have been built up since 1970s. Since Seo-Gu became an independent administrative organization, the living space has changed dramatically. There are several expected growth potentials of this region. First, Seo-gu has administrative supports from both the central and local government. Korean government plans to conduct a large national project and to construct an economic development area in Seo-gu. Inchon government also presents a city development plan for Seo-gu. Second, Seo-gu has good natural environments such as huge landfill around the coast, natural resources of the sea and undeveloped green space of inland area. Third, Seo-gu has geographical benefits. As the trade between Korea and China increases spectacularly in the so-called West-sea era, Seo-gu turns into a center for the economy of far-eastern Asia. It will also play a hub for the national land development and contributes the globalization of Korean economy.
