지방자치시대 주민참여 활성화를 위한 이론적 제도적 고찰

A Study on the Theory and Institution for Activating of the People s Participation in the Era of Local Autonomy

지방자치가 부활된 지 10여년이 지났다. 지방자치의 취지는 지방분권을 제도적으로 보장하고 주민의 참여의식을 고양시켜 지역주민들이 그들의 생활현장에서 당면하는 문제들을 해결하는 과정에 참여해 스스로 해결하도록하여 삶의 질을 향상시키려는데 있다. 이러한 관점에서 볼 때 지방자치의 본질은 주민자치에 있고 그 성패는 주민참여의 제도화와 활성화에 달려 있 다. 그런데 한국 지방자치에 있어서 실질적인 주민참여의 토대는 아직 미약한 실정이다. 이에 본 논문에서는 주민참여 활성화를 위한 이론적 제도적 토대를 고찰하고 나아가서 활성화 방안을 제시하였다.

Ten odd years have passed since the local autonomy was restored. The true nature of the local autonomy is self-governing of the citizen. The success or failure of the local autonomy depends on institutionalization and activation. But in Korea, the foundation of the local autonomy is weak. This study is to inquire into theory and institution for activating of the people s participation and to suggest a plan of the participation of local resident.
