The Improvement of Administrative System centralized to the Local Government Head

In spite of the democratization and development of local administration since direct election of the local government head in 1995, there have been some problems in local administration system from democratic and legal point of view. Under the present conditions that the local assembly can not do active role, some of the power-centralized local government head committed crimes of corruption and did irrational and unreasonable administrative decisions and managements. To improve the administrative system centralized to the local government head, I proposed the introduction of pluralism of administrative organ in local government, the enlargement of approval of the local assembly to the appointing power of the head, the strengthening of voting right of personnel committee etc. And I also proposed the enlargement of administrative participation and political control by inhabitants.
