Enhancement of the Citizen s Accessibility to the Municipal Laws

Owing to the rapid change of the environment of governance, the local government needs to open its eyes wide to accept various needs and values of the citizens. The openness of the local governance meet the urgent needs to enhance the citizen s accessibility to the municipal laws. The enhancement of the citizen s accessibility to the municipal governance is the research point of this thesis. I will approach the accessibility to the municipal laws into three aspects. This thesis includes three points to be reviewed. The simultaneous globalization and localization of the governance unit by the glocalization leads to deminish the function of the individual country and strengthen that of the local government at first instance. At this aspect, how to establish the proper status of the local government at first instance according to the glocalization. Single Window which was led by the internet provides the citizens with the opportunity of equal and public access to the municipal governance. This means that the citizens access the municipal governance with more active attitudes than ever. The enhancement of the access to and understanding of the municipal laws by the citizens is the key factor to realize this principle. That is the second point to be reviewed. But the most useful factor to ensure the opportunity of equal and public access to the municipal governance will be the substantial and effective control the administration of the local government by the inhabitants. Central government has introduced and will introduce initiative, referendum, inhabitant s suit, government account auditing to ensure that opportunities step by step. such systems will be lead the local governance to more proper and effectively, but the introduction of these systems can cast a negative effect. This is the third researching point that how to maintain the balance between the effectiveness to strengthen by the inhabitants and the needs to protect the civil servants who can be sued in the execution of the public activities. I suggest civil servant s insurance as a useful mean to protect civil servants.
