This Paper aims to review the significance of Decentralization and Environmental Autonomy and to find the improvement of Basin Environmental Office-Regional Environmental Office. Environmental problem has become one of the most important social issues in korea. In the age of real local autonomy, Local government plays an important part in environmental problem solution. However, the Local Autonomy Act and environmentrelated laws are still keep the past system of centralism. In these circumstance, real environmental autonomy can not achieve. Therefore, government carry out affairs connected with national unity, affairs that hard to handle by local government etc.., it is reasonable that local government achieves except these things. I think that the environmental affairs and powers of Basin Environmental Office-Regional Environmental Of ice(specialized local administrative agency) should be broadly transferred or redistributed to local governments. And it is desirable that reduce the Organization of Basin Environmental Office-Regional Environmental Office.
