한･미 FTA의 무역창출효과 사례 및 시사점

Trade Creation Effect Case Studies and its Implications in KOR-US FTA

본 연구는 한･미 FTA 발효 이후 우리나라 대미 수입에서 발생한 무역창출효과 사례를 분석하는 것을 목표로 한다. 이를 위해 한･미 FTA 협정문에 명시된 전체 수입품목에서 FTA로 인해 실질적인 관세 특혜를 적용받는 8,386개 품목(HS 10단위)을 추출하고 이들 중 대미 수입량이 빠르게 늘어난 품목을 대상으로 연구를 수행하였다. 고유한 무역창출효과 분석을 위해 다른 국가에서 수입 물동량이 전이된 무역전환효과의 착시 현상을 단계적으로 배제한 결과, 총 1,137개 품목에서 한･미 FTA의 무역창출효과를 확인할 수 있었다. 한･미 FTA 발효 이후 발생한 대미 수입에서의 무역창출효과는 양허유형 측면에서는 관세 즉시철폐 및 10년이상 장기철폐 품목에서, 화물 유형별로는 화학공업생산품(HS 6부), 식물성생산품(HS 3부), 광물성생산품(HS 5부) 등에서 상대적으로 우세하게 나타났다. 하지만 FTA 이전에 적용되던 품목별 관세율에 따라서는 무역창출효과의 차별성이 나타나지 않았는데, 이는 기존 국내 관세율과 양국 무역구조 사이의 불일치 때문으로 판단된다. FTA가 실제 무역패턴 변화에 미치는 영향을 밝히는 이러한 노력은 향후 급변하는 글로벌 무역환경에서 효율적인 전략 수립에 많은 시사점을 제공해 줄 것으로 기대된다.

Purpose : The purpose of this study is to analyze the trade creation effect of KOR-US FTA and to understand its implications. Research design, data, methodology : Based on HS 10 digits level, this study selected 1,145 items to be analyzed, and these items have a very large import growth rate during the analysis period(2011~2014). And we analyzed the effect of trade creation in KOR-US FTA by tariff elimination type, cargo type, and tariff rate. Results : As a result of the KOR-US FTA, the trade creation effect was confirmed in the Korea s imports from the US. The effect of trade creation was different depending on tariff elimination type and cargo type, but there was no difference according to tariff rate. Conclusions : It is important to distinguish between the effect of trade creation and the effect of trade conversion, and the effect of FTA on trade creation is limited in countries with large trade volume like Korea and US.
