국민행복증진을 위한 경제와 사회의 순환적 발전과 완전고용

A Cyclical Equilibrating Development of Economy and Society of Enhancing National Happiness And Full Employment

경제 및 사회의 주요 목표 중의 하나는 완전고용이지만, 자유주의, 사회주의 및 사민주의 체제의 어떤 경제정책도 완전고용의 달성에 실패하였다. 또한 경제의 궁극적 목표가 국민행복의 증진에 있지만 지금까지의 경제발전에도 불구하고 성공적이지 못하였다. 본 논문은 완전고용 및 국민행복증진 달성의 실패에 대해 실증분석을 하고, 완전고용을 달성하고 국민행복을 증진시킬 수 있는 경제와 사회의 순환적 균형발전모형을 제시하고, 이에 필요한 정책개혁방안을 찾아본다

One of the main goals of the economy and society is full employment, but any economic policy of the liberal, socialist and socio-democratic regimes has failed to achieve full employment. In addition, although the ultimate goal of the economy is to promote the happiness of the people, it has not succeeded despite the economic development until now. In this paper, we analyze empirically the failure of achieving full employment and national happiness promotion especially emphasizing unused resources such as chronical unemployment and surplus of capital. Then the development model of fulfilling these main purpose are searched, presenting a cyclical equilibrium development model of economy and society that can achieve full employment and enhance national happiness, The policy direction and several measures are also provided in order to enable the suggested model to be fulfilled.
