풍수해 사회경제적 직ㆍ간접손실 통계항목 선정에 관한 연구

Selecting Indices of the Direct and Indirect Socio-Economic Losses from Storm and Flood

풍수해로 인한 사회경제적 피해가 증가함에 따라 물리적 직ㆍ간접손실은 물론, 사회경제적 직ㆍ간접손실에 대한 정확한 집계의 필요성이 제기되어 왔다. 이에 본 연구는 선행연구에서 도출됐던 사회경제적 직ㆍ간접손실의 예비 통계항목에 대한 공무원 및 전문가의 의견수렴을 통해 최종 통계항목을 선별하여 통계항목의 구축방향을 제시하고자 한다. 총 86부의 유효설문을 통해 사회경제적 직ㆍ간접손실 통계항목의 필요성 및 정책기여도에 관한 95% 신뢰구간을 추정한 결과, 6개의 직접손실 통계항목과 8개의 간접손실 통계항목이 선별되었다. 또한 대응표본 T검정을 통해 직접손실 통계항목이 간접손실 통계항목보다 필요성 및 정책기여도에서 높게 평가되고 있음이 검정되었다. 이에 직접손실 통계항목을 우선 구축하고 향후 간접손실 통계항목의 계산에 활용될 수 있도록 구체적ㆍ체계적으로 조사ㆍ집계하는 방안이 추천되었다.

Since disasters have been getting severer according to the influence of climate change, it has become necessary that the social and economic damage by natural disasters should be estimated more precisely. Thus, the purpose of this study is to screen and determine the final statistical data items based on surveys of experts and government officials on the preliminarily selected items in the previous studies and to make some implications about constructing direct and indirect items. Using 86 valid samples, the 6 direct and 8 indirect damage items, respectively, have been chosen based on 95% confidence intervals about mean responses to both necessity and contribution of socioeconomic statistical data items. Through paired T-test, the direct loss items are verified more important than the indirect ones in terms of the two aspects. The result implies that direct loss items should be constructed by priority, and aggregated in a concrete and systematic way so that the data are utilized to calculate the indirect ones.
