A study on the legislation necessity of energy welfare law

Social w elfare policy is defined as behavioral principles, guidelines, consistent plans, or organized efforts to achieve specific goals related to social w elfare, and such social w elfare policies m ean activities that should be done or not be done by the governm ent or local governm ents in order to im prove the quality of life of the people. Due to the fact that energy is an essential element of human life, and it is characterized as public goods, Energy, such as electricity, is a necessity and m ust be supplied consistently at least at a m inim al level to m aintain hum an life. H ow ever, as social polarization increases, the num ber of low - incom e households is increasing, and the num ber of households that are not supplied even w ith the m inim um am ount of energy is increasing. A ll hum an beings should be free from energy poverty, and the energy supply m ust be derived from the social w elfare concept of the country. A lready, m ajor developed countries such as the U nited States, the U nited K ingdom , A ustralia, and C anada have adopted energy w elfare policies as an im portant elem ent of the governm ent and are paying attention to the w ell-being of low -incom e people. In our country, the need for energy w elfare for low -incom e brackets has been also deeply recognized ow ing to the death of the youth from the candle fire, and the government has submitted the Energy W elfare Act in order to solve these problems. Nevertheless, for its insufficiency, the legislative bill has been submitted, but abolished, and recently another bill submitted is expected to pass the National Assembly plenary ssion. This paper deals w ith the problem s of energy w elfare related to energy poverty, policy and system of energy w elfare of m ajor countries(U SA , A ustralia, C anada, England), and also exam ines the necessity of enactm ent of the Energy W elfare A ct as a plan for social w elfare m aintenance in K orea.
