Countermeasures against Korean Men’s Overseas Prostitution

Crimes related to prostitution are not only a problem inside the country but they are also transforming to a phenomenon that can be shown in the international area. Types of such overseas prostitution can be divided largely into two, and one of which is a type that Korean men go abroad and purchase sex targeting local women and the other is the one that Korean women go abroad and sell sex. There is no doubt that the foregoing types are subject to the laws of Korea in the way that people of Korea are involved in the prostitution-related crimes. In spite of such substantive enactment, examples of punishment against local residents who commit prostitution-related crimes as a overseas criminal are very unusual in Korea. Notwithstanding thorough investigation and arrest shall be made by recognizing as an international crime in a sense in the way that overseas prostitution by Korean men affect as a factor that brings bring adhesion of human trafficking and sexual exploitation in the destination country, activities of relevant organizations such as domestic investigative agencies and diplomatic authority have failed in obtaining noticeable results. Based on a critical mind on the overseas prostitution by Korean men, the rest of this study will be seeking the reality of control in accordance with the Passport Act, problems and improvement plans first, and considering rational countermeasures by the Tourism Promotion Act to cope with the phenomenon of overseas prostitution through travel agencies.
