It is estimated that population ageing process will accelerate from 8 to 13 percent by 2025 in Mongolia (Khandmaa, 2013). In times of growing population ageing, it is high time to change the tendency of treating elderly as a vulnerable group but to consider them as part of the active population. A plausible measure to improve elderly quality of life can be development of social entrepreneurship activities among them based on business partnerships and fruitful collaborations. Justified by such a positive note, this article discusses possibility of promoting social entrepreneurship among older people based on elderly councils that are commonly functioning in Ulaanbaatar city. The article is developed based on interdisciplinary quantitative study conducted among 100 older people in Ulaanbaatar, from period of February to June in 2015. Throughout the article, the author echoes a claim that social entrepreneurship shall be a driving force to dismantle modern social problems. It shall also be viewed as subsidy to Governmental social protection policies and soon to be burdened elderly welfare fund.
