중국과 대만 고등학교 교과서에 나타난 ‘시장실패’와 ‘정부실패’ 서술양상 비교

Comparison of the description aspects of market failure and government failure in Chinese and Taiwanese high school textbooks

본 연구는 중국과 대만 고등학교 교과서에 서술된 ‘시장실패’와 ‘정부실패’의 비교를 통해 중국과 대만의 시장과 정부 역할에 대한 관점의 차이를 정리했다. 시장실패의 주요원인이 되는 ① 독점, ② 공공재, ③ 외부성, ④ 정보의 비대칭을 분석준거로 삼아 비교한 결과, 중국과 대만 교과서 모두 시장실패에 대한 정부의 개입의 필요성에는 동의하지만, 그 정도에 있어서는 차이가 있다. 중국 교과서에서 시장실패는 경제에 대한 정부의 개입과 경제조정의 당위성으로 연결되어 시진핑 정부의 시장에서 의 시장의 적극적인 역할과 정부역할의 축소에도 불구하고 여전히 정부주도적인 경제성장의 한계를 드러낸다. 그러나 대만 교과서에서 정부실패는 정보의 비대칭성과 이해관계자 집단 및 정부의 개입으로 인한 지대추구 행위를 통한 정부실패가 시장실 패보다 더 심각한 결과를 초래할 수 있다는 점에서 시장에 대한 정부의 개입은 시장을 보완하고 시장이 다시 원활히 기능할 수 있는데 머물러야 한다는 관점의 차이가 있다.

This study summarizes the differences in perspective regarding the role of the market and the government of China and Taiwan through comparing the market failure and government failure described in Chinese and Taiwanese high school textbooks. As a result of analysis which is conduced taking the major causes of the market failure such as (1) monopoly, (2) public goods, (3) externality, and (4) information asymmetry as the analytical criteria, both Chinese and Taiwanese textbooks agree on the need for government intervention to address the issue of the market failure, but there are differences in that extent. In case of the Chinese textbooks, the market failures are linked to the government s intervention in the economy and the necessity of economic coordination, which reveals the limits of government-led economic growth despite the market s active role and the reduction of government role in the market under Xi Jinping’s government. However, in case of the Taiwan textbooks, it considers that the government failure caused by the information asymmetry and the rent seeking behavior based on the intervention of the stakeholder group and the government may result in more serious consequences than market failure. In this respect, there is a difference in perspective that the government intervention in the market should be limited to the level which complement the market and facilitate the smooth function of the market.
