대학과 지자체의 평생교육 연계 유형 탐색

Exploring the Relationship between Lifelong Education and Local Community System in Universities and Local Government

본 연구는 대학과 지자체의 평생교육 연계 유형을 탐색하고자 하였다. 이를 위해 충남의 28개 대학 평생교육원 중에서 지자체와 연계 사업을 추진하고 있는 3개 대학을 대상으로 하여 사업의 구조와 내용 등을 분석하였다. 연구 기간은 2017년 2월 10 일부터 3월 2일까지 약 한 달이 소요되었다. 연구를 통해 다음과 같은 결과를 도출할 수 있었다. 먼저 A대학교는 프로그램의 공동 기획과 운영 속에서 질적 성장을 위해 노력하고 있었는데, 특히 주변 지자체로의 연계를 확대하고 있었다. B대학교는 지자체의 평생교육 사무를 대학과 연계하여 추진하고 있었고, C대학교는 지자체와 공동으로 사업을 추진해가고 있는 구조적 특 징을 보이고 있었다. 이는 지자체들과의 연계 확장형, 지역 평생학습관의 공동 운영형, 평생교육 목적 사업에의 지자체와 공동 대응형 등으로 나누어 볼 수 있었다. 종합해보면, 지역의 평생교육 진흥을 위해 대학과 지자체는 지역 사회 안에서 나름의 방식으로 서로 간의 협력을 모색해 나가고 있음을 알 수 있었다. 물론 그 안에서 지속적으로 해결해 나가야 할 과제들도 있다. 대학과 지자체가 지속적인 협력과 논의 구조를 정립하는 것과 교육프로그램의 질적인 제고, 서로 간의 역할 분담 등이 그것이다. 이러한 점들이 고려된다면 앞으로 대학과 지자체의 연계는 더욱 견고해질 것이며, 이와 연계하여 연구들이 지속되어야 할 것이다.

There is a major goal the study is trying to achieve: research the linkage between university and local community for developing local lifelong education via a case study. To achieve the goal of the study, a university located in Chung-Nam Province and a local community which have been working and carrying forward lifelong education program are chosen as a target of the case study. By analyzing the structures and contents of the lifelong education project with the local community and the university, we categorize them into a variety of types. The results of the study are as follows. First of all, the study shows that the way the university and the local community link together is categorized as the type of building up partnership which goes beyond the simple agreement, the type of running a lifelong learning center communally with a local community in order to increase participation opportunities for local residents, the type of responding cooperatively to metropolitan lifelong education project, etc. Overall, it is found that the local community and university have looked for their own ways to cooperate each other within the local society to promote the local lifelong education. There are also some tasks to solve consistently. For example, the local community and the university should form substantial cooperation, expand discussion time, enhance the quality of the educational programs, and divide their roles fairly. If these aspects is considered and solved, the association between the university and local community will be strengthened.
