CPTED 연구 및 적용의 활성화를 위한 제도적 방안에 대한 논의

A Discussion of Legislative Means to Activate CPTED Research, and Utilization

최근들어 우리나라에서는 범죄문제에 대응하는 주요한 전략 중 하나로 CPTED가 학문적, 산업적 측면에서 매우 많은 각광을 받고 있다. CPTED에 대한 수많은 관심과 사회적 수요를 반영하여, 본 연구는 국내외 연구동향 및 적용사례, 그리고 관련 제도적 측면의 비교분석을 통해서 도시건축 디자인에 CPTED적용을 활성화시킬 수 있는 다양한 방안들을 고찰할 목적으로 진행되었다. 연구결과 한국적 CPTED의 활성화를 위해서는 CPTED 분야의 실질적인 학제간 연계가 반드시 요구되며, 연구결과를 검증할 수 있도록 지속적이고 제도적인 지원대책이 필요한 것으로 나타났다. 특히 제도적 지원은 장단기적 측면으로 구분해서 접근해야 하는데, 단기적으로는 설계도서작성기준에 CPTED 기준을 포함시켜 범죄취약계층이 주사용자가 되는 시설에 한해 현행 건축심의에서 적용여부를 심의할 수 있는 제도적 근거를 만들어 주는 방안 등이 있다. 중장기적으로는 강제규정으로 심의대상 범위를 확대시켜 CPTED 심의제도나 권장규정으로 인증제도를 시행하는 것도 고려될 수 있을 것이다.

CPTED has recently received substantial attention from academic field and security field as a promising strategy for fighting against crime in Korea. Reflecting emerging interests and demands for CPTED, this study intends to speculate various means to activate the application of CPTED in urban and architectural design by comparing and analyzing foreign and domestic research trends, successful case studies, and relevant legislation systems. Problems of current research and research utilization trend has been discussed, and finally, implications for future research, research utilization and legislation for activating the application of CPTED has been suggested as a result.
