방범용 CCTV 정책의 평가와 한계

최근 들어 증가하고 있는 주거지역의 유괴 및 납치, 강ㆍ절도와 같은 강력범죄로 인해, CCTV 설치에 대한 계획 및 수요가 증가하고 있다. 급격한 범죄증가로 인한 그 대책 강구가 어려운 양상이 나타나고 있는데, 방범용 CCTV는 이러한 각종 최신 범죄 예방 및 통제 기법 가운데 가장 효과적인 도구의 하나로 각광받고 있는 것이 사실이며 방범용 CCTV의 전 세계적 확산경향은 이를 반영하고 있다. 하지만 방범용 CCTV의 범죄예방효과에 있어서는 국내외적으로 논란이 끊이지 않고 있다. 이 연구는 방범용 CCTV에 대한 국내외 선행연구를 고찰하여 방범용 CCTV의 범죄예방효과에 대해 분석하였다. 분석한 결과에 의하면 방범용 CCTV의 선행연구에서는 이익의 확산보다는 범죄전이 현상이 나타나거나 단기적인 효과, 통계적 타당성 등 연구 방법론적 결함, 범죄두려움에 대한 오해 등으로 방범용 CCTV의 범죄예방효과에 대한 문제점들이 나타났다. 이미 설치된 방범용 CCTV도 노후화로 증거확보에 도움이 되지 못하고 있지만 경찰은 결정적 증거확보에 있어 지나친 신기술에 의존하고 있다. 결국 방범용 CCTV의 설치 확대는 지역사회경찰활동을 지향하는 시점에서 오히려 반응적 예방활동을 중요시하는 전통적인 경찰활동으로 복귀하게 만들게 될 것이다. 그러므로 방범용 CCTV 정책에 있어서 대대적인 재검토가 있어야 한다.

Due to current increase of violent crimes such as kidnapping, robbery and burglary in residential areas, the demand and planning on installing CCTV for crime prevention have been increasing. Finding ways to prevent crimes becomes difficult because of a dramatic increase of crime. It is true that CCTV for crime prevention has been popular as one of the most effective tools to prevent and control current crimes, which brings in a new trend of global CCTV uses for crime prevention. However, the effectiveness of CCTV for crime prevention is controversial at home and abroad. This study has analyzed the effect of CCTV for crime prevention based on precedent domestic and foreign researches on CCTV for crime prevention. According to the analyzed results the precedent studies on CCTV for crime prevention show a phenomenon of criminal expansion rather than the spread of advantage, methodological defects of short-term effectiveness and statistical validity, and problems in effects on crime prevention of CCTV because of the misconception about fear of crime. The worn-out CCTV installed in the past does not provide help to secure evidence. Further, the police place too much stress on new technologies to secure evidence of significance. As a result the expansion of CCTV installation at this point of planning toward community policing would bring back the traditional policing rather focusing on reactive prevention activity. Therefore, CCTV policies for crime prevention must be massively reexamined.
