일본의 환경설계를 통한 범죄예방 사례연구

A Study on the Case of Crime Prevention through Environmental Design in Japan

범죄가 발생하는 특정시간과 장소를 고려하여 감시활동을 강화하거나 범죄공간을 환경적으로 개선함으로써 범죄발생률을 낮추려는 시도가 환경설계를 통한 범죄예방 프로그램이다. 본 연구에서는 먼저 환경설계를 통한 범죄예방의 개념과 전략을 살펴보고 현지답사를 통해 실제 CPTED가 일본의 도시에 어떻게 적용되고 있는지를 고찰한다. 다음으로 일본 과학경찰연구소에서 진행해온 GIS를 이용한 CPTED 효과분석 방법인 가중이전계수와 CPTED 적용지역의 탐색에 유용한 일상활동 분석방법을 고찰한다. 마지막으로 일본의 CPTED 정책이 한국에 주는 시사점을 도출한다.

Crime Prevention Through Environmental Design(CPTED) refers to a program that tries to decrease the criminal incident rates by eliminating the crime places environmentally and enhancing the monitoring activities in consideration of specific crime space and time. This research begins with a brief review of the concepts and strategies of CPTED and investigates the practical application case for CPTED in Japan through the field survey. It then illustrates the Weighted Displaced Quotient and Routine Activity Analysis methods using GIS that have been performed by the National Research Institute of Police Science in Japan. It elicits how the CPTED policy in Japan can be applied for Korea.
