본 연구는 각종 재해, 재난 시에 장애인들의 안전한 대피를 위한 긴급대응계획을 수립하기 위한 기초적인 연구이다. 최근 들어 국가적 차원의 복지에 대한 관심이 많아지고 있다. 그러나 현실에서는 이러한 장애인의 복지에 대한 문제가 가장 중요한 건강과 생명의 안녕을 위한 중요한 부분에서는 간과되고 있는 것을 발견할 수 있다. 이에 본 연구에서는 영국의 장애인 응급상황 대응시스템을 분석하여 그 특징과 고찰점 등을 도출하였다. 1. 가장 최우선 적인 장애인 응급 대응의 목표는 모든 장애인이 안전하게 대피하여야 한다는 원칙을 갖는다. 1. 장애인의 대피를 위한 과정이 비장애인의 대피를 방해하거나 지연하여서는 안 된다. 1. 응급대피의 최초 목적지는 반드시 최종 목적지가 아닐 수 있다. 1. 장애인 대피의 가장 기본적인 사항은 응급상황을 장애인이 인지할 수 있도록 하는 것이며 이를 위한 장애 유형별 차별화된 대응방법이 필요하다. 1. 도우미를 배정할 경우 복수로 배정하여 공백이 생기지 않도록 한다. 1. 장애인 본인의 긴급 대응에 대한 교육은 물론 동료나 관계자들의 교육도 필수적이다. 이를 기반으로 우리나라에 적합한 장애인 재난대응 매뉴얼의 제작이 필요할 것으로 판단된다.
This study is a foundation of development of emergency action planning for disabled person with maximum safety during natural disaster and emergency situation. Now a day, welfare of citizens is being increased in nationwide. But truth of field could not be satisfied several issues for especially disabled person’s life and safety. Therefore in this research, we analyzed British Building response manual for disabled people and extracted some concerned issue and characters of manuals. 1. The major concern of emergency action plan for disabled people is “Nobody left behind with safety”. 1. The process of evacuating disabled people should not interrupt or delay escape of other people. 1. The destination of escaping route could not be the final destination. 1. The basic principle of emergency response is to recognize emergency situation to disabled person. So we should prepare differentiate support manual for type of disability. 1. Supporter of disabled people who help them at emergency situation should be assigned as pair for no void. 1. Training and education of emergency response is required for co-worker and managers. We should prepare Emergency response manual for disabled people which could be appropriate for Korean circumstance with this Study.
