부산 미실마을의 저비용 CPTED기법 연구

A Study on Affordable CPTED Methodologies of Misil Village in Busan - Focused on Visual Environmental Methodology Connected with Physical Spatial Intervention -

범죄취약 지역으로 분류되는 산동네 마을은 현대 라이프스타일과 도시기반시설의 부족으로 인해 악순환이 계속되면서 범죄에 취약한 지역이 되어 각 지자체의 고민거리가 되고 있다. 각 지자체에서 이들 지역은 상대적으로 세수에 불리한 지역인데다가 취약지역에 상대적으로 많은 비용의 세금을 사용하는 것이 큰 부담이기 때문에 비용면에서 효율적인 범죄예방 환경개선의 방법론의 제시가 절실한 실정이다. 본 연구의 목적은 부산 미실마을의 CPTED기법 사례를 통해 범죄취약지역에서 상대적으로 저렴한 비용이 드는 CPTED기법을 체계화하는데 있다. 미실마을에서 시행한 CPTED디자인 기법은 2016년 현재 우리나라에서 실시된 CPTED디자인 기법 중 비용과 효과면에서 매우 효율적인 디자인 사례로 인정되고 있다. 공폐가를 철거시키면서 마을의 공간구조 개선을 위한 공공공간을 계획해주고 동시에 공간구문적으로는 심도가 깊은 연결동선을 단순화하거나 주요가로에 면할 수 있도록 새로운 통로구조를 뚫어줄 수 있는 방안을 적극적으로 모색해야 한다. 이와 함께 미실마을의 사례와 같이 저비용의 시각적인 인지구조 개선방안이 연계되면 상대적으로 높은 효과를 볼 수 있는 것으로 나타났다.

Continuing vicious circle because of shortage of urban infrastructure and dramatic changes of life style, Korean mountain village classified as a crime vulnerable zone has been become the source of trouble in each local government. It would be low tax income area, nonetheless takes much money and concerns to avoid crime rate increase, which needs affordable CPTED design strategies and methodologies. The purpose of this study is to systemize the affordable CPTED methodology through case study of Misil village in Busan. CPTED design there is recoginzed as relatively efficient case in costs and effects until now among many cases in Korea. Planing spatial structure development for public space through demolishing deserted houses with main street, we should be connected the remoted line to the relatively less remoted streets in the viewpoint of space-syntax. With spatial intervention it should connected with visual perception improvement methodologies that can take affordable costs and effect can be achievable.
