A Study on Developing the Evaluation Model a Local Government Lifelong Education Institution

본 연구에서는 지자체 평생교육기관의 평가모형을 개발하고자 하였으며, 이를 통하여 지자체 평생 교육기관의 질 관리 준거를 제시함으로써 지자체 평생교육기관의 효율적 운영 목적을 달성하는데 유용한 지침을 제공하고 나아가 평생교육이 지향하는 ‘언제나, 어디서나, 누구나 학습’할 수 있는 평생학습 사회구현에 기여하고자 하였다. 이를 위해 설정한 연구문제는 첫째, 지자체 평생교육기관의 평가모형은 어떤 체계로 구안, 설계되는가? 둘째, CIPP 평가모형과 BSC 평가모형을 적용한 지자체 평생교육기관 평가모형의 평가영역과 평가준거는 어떠한 것으로 구성되며 그 내용타당도는 어떠한 가? 로 설정하였다. 결론은 다음과 같다. 첫째, 지자체 평생교육기관 평가모형 초안의 설계는 BSC와 CIPP 이론 및 적용 사례 탐색 등의 문헌분석을 통해 지자체 평생교육기관이 공공기관으로서의 미션과 비전을 최상위에 두고 이를 달성하기 위한 대영역, 관점, 중영역, 단계별 하위영역의 4계층 위계 구조로 연구자가 구안하여 초안이 설계되었다. 둘째, 6인의 전문가 협의회와 36명의 델파이 패널의 2차례 의견 제시를 포함한 5점 타당화를 통하여 평가모형 수정 및 점검의 과정을 거쳐 최종 지자체 평생교육기관 평가모형을 개발하였다.

This study aimed to develop an evaluation model a local government lifelong education institution and through this, provide useful guidance in achieving the efficient management goal of local government lifelong education by presenting the quality control criteria of the local government lifelong education institution. Furthermore, this study aimed to contribute to the implementation of the lifelong learning society where anyone can learn at any time and everywhere which are the objectives lifelong education pursues. For this purpose, the questions given in the research were set such as. First, ‘what system is applied in the evaluation model of local government lifelong education institution?’ Second, ‘how are the evaluation area and evaluation criteria of the evaluation model of local government lifelong education institution where CIPP evaluation model and BSC evaluation model are applied configured, and what does look like its content validity look like?’ The conclusion were as follows. First, when it comes to designing a draft of evaluation model of local government lifelong education institution, the draft of the evaluation model of local government lifelong education institution was written and designed into a four-tier hierarchy structure. This consisted of a high level area, perspective, middle level area and low level area of each step to achieve the top priority which is the mission and vision of local government lifelong education institution as a public institution through literature analysis such as exploring BSC and CIPP theory and applications. Second, the study developed an evaluation model for local government lifelong education institution through consultation with six experts and two delphi panels with a five point likert scale.
