지상경계점 관리 제도의 개선 방안 연구

본 연구에서는 현행 지상경계점의 등록 관리를 위한 관련 등록부 등의 운영 현황과 이에 대한 문제 점을 분석해 보고, 이를 기반으로 개선방안을 제시하고자 하였다. 이를 위해 지상경계점의 등록 관리 현황 및 문제점을 분석하였다. 현황 검토해 기초한 문제점으로 지형적 특성으로 지상경계점등록부의 작성이 어려운 지역이 많아 제도의 실효성 미흡, 관련 서식간의 중복 발생, 작성을 위한 비용체계의 부재, 작성 주체에 관한 관련 법률의 불명확한 규정, 관리 시스템의 부재 등을 도출하였다. 문제점에 대한 개선 방안으로서 연구에서는 지상경계점등록부 형식을 개선해 작성이 어려운 지역도 서술 형태로 작성할수 있도록 하는 방안을 제시하였다. 또한 관련 등록부를 지상경계점등록부로 일원화하는 방안과 자료의 축척 및 공동 활용을 위한 관리 시스템의 구축 방안을 제시하였다.

In this study, the current status and the problems of the related registry for the registration and management of the current ground boundary point were analyzed, and the solutions based on such analysis were proposed. As one of the problems based on the reviewed current status, there are many areas where the creation of ground boundary point register is difficult due to its topographical characteristics. Accordingly, lack of the effectiveness of the system, redundancy of the related forms, absence of cost system for preparation, unclear regulation of related laws on the subject, and absence of management system are drawn out. As a way to improve the problem, the study has proposed a solution for areas of difficulty to write in a narrative form by improving the form of ground boundary point register. Furthermore, a scheme for management system construction for accumulation and joint utilization of measures and data that unify the related register into ground boundary point register is suggested.
