토지수급의 기능강화를 위한 정책연구

A Study on the Policy for Enhancement of the Land Supply and Demand

본 연구의 목적은 현재 미진한 토지수급의 정책을 보다 적극적으로 대안을 모색하는데 있다. 그리고 현행 공공토지의 비축에 관한 법률을 현실에 맞게 개선하는 방안 등 향후 성공적인 토지수급 기능강화의 실현을 위해 정책적 측면에서 제도개선 등을 마련하고 나아가 정부의 토지수습정책의 수립시 기초 자료로 활용하는데 있다. 이에 본 연구의 결과는 첫째, 토지수급정책에 대한 개념을 명확히 정의를 정립하도록 하였다. 둘째, 토지시장의 안정 및 공익사업 용지의 원활한 수급조절이라는 목표의 실현을 위해 출현한 토지수급의 기능강화 논리체계를 모색하였다. 셋째, 토지수습조사의 사업으로 선정된 대상사 업지의 지가변동 현황을 조사하고 적정비축시기와 비축효과성 등을 분석하며, 선행연구와의 차별성을둔 실증적으로 실태분석을 하였다. 넷째, 토지수급 및 공공토지비축 관련하여 공공토지비축대상 토지선 정기준의 마련과 부문별 비축대상 토지수급기준의 준거, 향후 토지수급의 정책과 활성화 방안 등 정책 방향을 제시하였다.

The purpose of this study is to find alternatives to the policy of land supply and demand more actively. And to improve the law on the stockpiling of public land in accordance with the reality. In order to realize the successful enhancement of the land supply function in the future, the government should improve the system in terms of policy and utilize it as the basic data for establishing the land acquisition policy of the government. The results of this study are as follows. First, the concept of land supply policy is defined clearly. Second, we searched for a logic system to strengthen the function of land supply and demand in order to realize the goal of stable land market and smooth supply of public utility land. Third, we analyzed the land price changes of the selected business sites selected as the projects of land appreciation survey, analyzed the proper stockpile timing and stockpile effectiveness, and analyzed the actual condition with differentiating from the previous research. Fourth, policy directions such as the establishment of land selection criteria for public land stockpiling, the criteria of land supply and demand criteria for the stockpile by sector, and future policy of land supply and demand are suggested in relation to land supply and public land stockpiles.
