해양경비안전본부 통계 생산 및 관리체계 개선방안 연구

A Study on Improvement Plan of Statistical Production and Management System of Korea Coast Guard

본 연구는 해양경비안전본부의 통계 생산 및 관리 시스템의 문제점을 파악하고, 개선방안을 제언하기 위해 수행되었다. 이러한 연구 목적을 달성하기 위하여 해양경비안전본부에서 최근 5년(2011-2015)간 생산된 통계항목의 전수조사와 전문가 FGI 조사를 실시하였다. 조사결과해양경비안전본부 통계 생산 및 관리 시스템 개선을 위해서 첫째, 통 계 생산 측면에서 통합통계관리시스템 구축이 필요하다. 둘째, 통계작성의 법적 근거 마련과 통계 교육훈련의 강화, 정기적인 수요조사 등을 통한 변화 대응력 높은 통계생산 체계 마련 등의 조처가 함께 이루 어질 필요가 있다. 셋째, 통계 서비스 측면에서 마이크로데이터 서비스제공, 통계포털 구축, e-Book, 이메일 웹진 등 다양한 방식을 통해 통계 서비스를 제공할 필요가 있다. 또한, 블로그, SNS 등을 활용해 통계에 대한 홍보 실시로 해양경비안전본부의 역할 및 기여도 등을 지속적으로 홍보할 필요가 있는 것으로 나타났다. 본 연구는 즉각적인 통계개선의 필요성이 제기되고 있는 해양경비안 전본부의 구체적 통계의 문제점을 파악하고, 실무적 개선방안을 제시했다는 점에서 의의가 있다.

This study was conducted to find the problems of statistical production and management system and to suggest the improvement plans of Korea Coast Guard. In order to achieve this purpose, the statistical items during these 5 years(2011-2015) were investigated and a Focus Group Interviews were conducted. As a result of the analysis, three improvement plans were suggested. First, from the aspect of statistical production, a construction of the integrated statistical management system was needed. Second, an establishment of legal basis in statistical production, a strengthen education and training of statistics, a construction of statistical production system which has a high changing adaptation capacity were needed. Third, from the aspect of statistical services, there were needed to provide statistical services in various ways through the micro data service, the statistical portal, the e-book, the e-mail webzine. In addition, the advertising for statistics was needed to inform a role and contribution of Korea Coast Guard by utilizing blog, SNS and so on. This study has a significance in regard to grasp the specific problems of statistics and to suggest the operational improvement plans of Korea Coast Guard that was raised at the need for immediate changes in statistics.
