민간경비 교육기관의 발전방안

A Study on Measures for Development of Private Security Education Institutes

인간은 교육을 통해 성장하고 사회를 발전시켜 왔다. 민간경비산업에서도 직업교육 및 경비원에 대한 교육훈련의 중요성이 인정되어 1995년 ｢용역경비업법｣을 개정하여 경비원을 지도, 감독, 교육하는 경비지도사제도를 신설하고 경비원의 자질향상을 도모하고자 하였다. 특히 2005년에는 민간경비에 대한 교육훈련의 강화를 목적으로 민간경비교육기관의 확대 정책을 펼친 바, 2017년 현재 일반경비원 신임교육기관은 42개, 특수경비원 신임교육기관은 8개, 경비지도사 기본교육기관은 6개가 운영되고 있다. 그럼에도 불구하고 문제점 및 개선과제에 대한 논의가 지속적으로 이루어지고 있는 영역이 민간경비 교육훈련에 관한 것이다. 따라서 본 연구에서는 이렇게 확대되고 중요시되고 있는 민간경비 교육기관의 개선과제 및 발전방안에 대해 논의하였다. 민간경비 교육기관이 발전하기 위해서는 선행적으로 법제도 상 민간경비 교육훈련부문의 거시적인 해결과제(경비업무별 교육프로그램 마련, 실무위주의 교육훈련 프로그램, 낮은 수준의 교육시간 개선, 직무교육의 내실화 등)가 개선되어야 한다. 운영적으로는 민간경비 교육기관장의 관심과 투자, 일반경비원 신임교육 교육비의 부담 문제 해결, 교육기관 시설 및 강사 확보의 기준 개선, 교육용 장비 및 기자재의확보 기준 설정 및 강화, 현장 경력직 강사의 활용과 강사료의 현실화등 강사에 대한 지원책 마련, 표준 교재개발 및 보급, 교육기관 간 과당경쟁에서 기인한 악순환 고리 문제 해결, 경비협회에 편중된 일반경비 교육의 문제 해결 및 경영상의 문제해결을 위한 교육기관 스스로의 비즈니스 모델 창출, 민간경비 교육 기본지침 준수, 민간경비 교육기관에 대한 지속적 지도감독 등이다.

Humanity has achieved development and advanced the society through education. As the importance of education took on an added importance for vocational industry and security guards in private security industry, the ｢ Service Security Industry Act｣ was amended, opening up the way for establishment of security instructor system providing guidance, supervision and education to security guards so as to spur improvement in qualification of security guards. In particular, efforts were made at policy level in 2005 to expand the private security education institutes in a bid to strengthen education for private security. As of 2017, there are 42 education institutes for ordinary security guards assigned to posts newly, 8 education institutes for special security guards assigned to posts newly, and 6 basic education institutes for security instructors. Nonetheless, the education related to private security has witnessed constant discussions on problems and improvement tasks among scholars in the field of private security. Thus, this study was intended to discuss improvement tasks and measures for development for education institutes in the field of private security which has been expanding and gained even greater significance. To promote development of education institutes dedicated to private security, the priority needs to be given to resolution of issues over education in private security sector from macroscopic viewpoint in light of legal institution. For operations, specific measures might include greater attention to and investment in education related to private security; resolution of issues over burden of costs incurred from education of ordinary security guards assigned the duties newly; improvement of standards for securing education institute facilities and instructors; establishing and strengthening standards for securing educational equipment and materials; establishing plans for supporting instructors, like utilizing the experienced instructors and bringing the instructor fee to a level in synch with reality; development and distribution of standard educational materials; resolution of vicious circle arising from excessive competition among education institutes; resolution of problems with ‘education for ordinary security guards’ which is currently led disproportionately by the Security Association; creation of independent business models for resolution of business management-related problems by education institutes; compliance with basic guidelines on education related to private security; and strengthening of guidance and supervision of education institutes related to private security education, etc., on a constant basis.
