UN의 ‘새천년개발목표’(MDGs) 및 Post-MDGs에 대한 종교계의 응답 : ‘통합적 인간발전’에 대한 가톨릭의 사회윤리적 접근을 중심으로

UN’s ‘Millenium Development Goals’(MDGs)/Post-MDGs and Religions’ Response: Centering on Catholic Social Teachings’ Approach to Integral Human Development

본고는 UN의 ‘새천년개발목표’(MDGs)와 그에 이은 SDGs에 대한 종교 계의 이론적 응답으로 ‘통합적’ 인간발전에 대한 종교계의 담론을 촉진하고 확장하는 데에 기여할 목표로 쓰였다. 이를 위해 우선 UN의 MDGs의 성과와 한계를 지적하면서, 그 발전적 논의가 Post-MDGs로 이어지는 과정을 살펴보았다. 여기서 MDGs 이후의 발전방향에 대한 가톨릭의 사회윤리적 접근, 특히 가톨릭의 사회적 가르침이 시사점을 줄 수 있다고 보고 생태 및 영적 차원을 고려해 MDGs 및 Post-MDGs 논의와의 대화를 꾀하고자 하였다. 이를 위해 먼저 MDGs와 Post-MDGs의 논의과정이 어떻게 ‘지 속가능한발전목표’(SDGs)로 수렴되는지를 살핀 뒤, 이를 가톨릭의 사회적 가르침 또는 사회교리의 인간발전관에 비추어 탐색하였다. 그 결과 드러난 인권, 불평등, 젠더 등의 문제는 현 경제체제를 유지한 채 해소하기 어려 우므로 새로운 경제체제 창출이 필요하다고 보았다. 이와 더불어 이러한 인류의 중차대한 과제뿐 아니라 그것을 만들어나가는 과정에서 개인적, 집단적으로 영적이고 도덕적인 차원의 발전도 동시에 병행되어야 온전한 의미의 ‘통합적 인간발전’이 가능하다고 판단하였다. 이를 위해 본고는 가톨릭 사회적 가르침 가운데 ‘인간발전’을 집중적으로 다루고 있는 교황 문헌, 특히 프란치스코 교황의 복음의 기쁨 과 찬미받으소서 를 중심으로 살펴보았다. 이를 통해 시민사회의 일부로서 가톨릭이 ‘인간발전’에 대한 생산적이고 고유한 시각을 제시하고자 했다. 곧 본고는 UN의 MDGs와 SDGs의 인간발전에 대한 종교계의 응답이면서 동시에 인간발전 담론을 촉진하고 확장하는 데에 기여하고자 한 것이다. MDGs와 SDGs의 인간발 전관 및 방향에 대한 이러한 종교적 통찰을 제시하고 나아가 인간발전 문제를 종교 간 대화와 협력의 주제로 삼음으로써 종교 간 관계 증진 및 국제공동체의 경제개발에 참여하고 개입하는 것이 필요하다고 보았다. 이 과제를 위해 본고는 이론적 논의와 담론의 활성화를 촉진하는 데에 있어 하나의 시론으로서 그 계기를 마련하는 데에 목표를 두었으며 앞으로 다양한 측면에서 연구가 계속되기를 기대한다.

This paper aims to promote and spread discussion of “integral human development”among religions as a theoretical response to the UN-driven Millenium Development Goals (MDGs, 2000-2015) followed by Sustainable Development Goals (SDGs, 2015-2030). For this, it points out accomplishment and limitation of MDGs and then also examines the procedure of the Post-MDGs dicourse. At this point, the paper explores a possible dialogue between the Catholic Social Teachings (CSTs) and MDGs/Post-MDGs considering CSTs’ insights on ecology and spiritual dimension of development. It goes to looking first into how discourses on MDGs and Post-MDGs lead to SDGs and then studies the idea of human development in the light of CSTs. As a result of this efforts, this study sees the fact human rights, gender equality and equality in general cannot be protected under the current Neo-liberalism-led Capitalism. Therefore we realize the necessity of creating a new economy system which all humanity faces as one of the greatest tasks to do. Making a new economy system, however, should go together with improvement of moral and spiritual dimension of development of both a person and groups without which the goal of a genuine and integral human development cannot be fulfilled. In order to support this, this study examines CSTs which focus on human development, especially “Joy of the Gospel” and “Be Praised” by Pope Francis. Through which, the paper tries to suggest a productive and unique perspective on human development of Catholicism as a part of civil society. In other words, this study is identified as a response from a religion to the idea of human and social development of MDGs and SDGs, while contributing to promote and deepen dicourse on human development. This study sees that religions in and out of Korea needs to provide insights regarding the direction of MDGs and SDGs are heading and their perspectives on human development, as well as need to have a dialogue among other religions by having such a theme for further discussion and their intervention in the human and social development area. Therefore, this study aims to explore for spreading and promoting a motivation in order to invite many other discourses and studies related to the major theme mentioned above from religions, expecting and hoping for other researchers to study in various ways to deepen the related studies.
