질서자유주의와 회프너 - 요셉 회프너의 가톨릭사회론에 대한 통시적 고찰 -

Ordoliberalism and Höffner - A diachronic analysis of the Catholic social doctrine with Cardinal Joseph Höffner -

본 연구의 목적은 독일의 저명한 가톨릭사회론자 요셉 회프너 추기경 (Kardinal Joseph Höffner, 1906-1987)의 경제 및 사회정책에 관한 가톨릭사 회론적 입장을 신자유주의의 독일식 원형이라 할 수 있는 질서자유주의 (Ordoliberalismus)와의 관계에서 통시적으로 추적하는 것이다. 오늘날 독일의 질서경제학을 연구하는 학계에서는 회프너를 질서경제학의 가톨릭사회론적 변형(Variation)의 대표자로 분류하고 해석하기까지 한다. 실제로 초기 회프너의 사상을 살펴보면, 질서자유주의 또는 신자유주의 사상과 놀라울 정도의 유사점이 발견된다. 그렇다면 가톨릭사회론자 회프너의 경제 및 사회윤리 사상은 어떤 것일까? 그리스도교 사회론 이전 회프너의 입장에는 어떤 단절이 존재하는가? 그는 과연 독일식 신자유주의인 질서자유주의의 가톨릭사회론적 변형이론의 주창자인가? 회프너의 입장 변화를 질서자유주의와의 관계에서 통시적으로 고찰하는본 연구는 그리스도교 사회론 의 저자 회프너의 사상을 전후 독일의 현실에서 해석할 뿐만 아니라, 특히 신자유주의가 직간접적으로 강력한 영향을 미치고 있는 한국 사회에서 가톨릭사회론이 지닌 정체성을 되새기는데 의미 있는 학문적 기여를 하리라 기대한다.

This study aims to diachronically trace the Catholic social teaching on economic and social policies of Cardinal Höffner(1906-1987), a famous thinker of Catholic social teaching of Germany, in relation to order liberalism, which can be called a German prototype of neoliberalism. Today, academic circles that study economics of social order of Germany even classify and interpret Höffner as a representative of transformation of economics of social order in terms of Catholic social teaching. Actually in view of the early thoughts of Höffner, there are surprisingly similar points to ordoliberalism or neoliberalism. Then, what are thoughts on economy and social ethics of Höffner, a thinker of Catholic social teaching? What kinds of severance are there in the position of Höffner before Social Teachings of Christianity ? Is he really an advocate of the theory of transformation of ordoliberalism, which is German neoliberalism, in terms of Catholic social teaching? This study diachronically considers the changes in the position of Höffner in relation to ordoliberalism. This study is expected not only to interpret thoughts of Höffner, a writer of Social Teachings of Christianity , in the realities of Germany after the War but also to make a significant academic contribution to ruminate over the identify of Catholic social teaching in the Korean society which is strongly influenced by neoliberalism directly and indirectly.
