오늘날의 재난과 재해는 대형화, 다양화, 복잡화되는 양상이 되고 있다. 어마어마한 세력의 태풍이 덮치는가 하면, 생각지도 않았던 지진이 발생되었고, 또한 재난이 꼬리를 물며 순차적으로 발생되는 연쇄재난으로부터 여러 재난이 동시에 발생되는 복합재난까지 그 재난과 재해는 우리를 집어 삼킬 듯이 나날이 발전하고 있는 현실이다. 이와 같이 나날이 발전하는 재난과 재해에 대하여서는 중앙정부와 지자체, 국가가 앞서가서 준비하고 대비 하여야 한다고 생각하나 현실이 그에 못 미치는 상황이라 보고 있다. 이에 대한 재난대응 역량강화를 위해서는 사전적 대비태세 확보가 중요한데 이는 재난대비계획수립과 매뉴얼개발, 재난대응훈련과 교육, 관계자들의 재난대응 성숙도 확보 등으로 볼 수 있다. 이에 본 연구에서는 재난대응훈련에 대한 체계를 구축하고 검증 방법론 연구를 통하여 상대적 재난대응 성숙도 수준을 분석하고 이에 대한 개선방안 도출을 통해 재난대응 역량강화를 꾀하고자 연구되었다.

Therefore, In this study, establish a verification system for disaster response training, Through a proven methodology study analyzed the relative maturity level disaster response. And through the improvement was obtained for this study seeks to strengthen the disaster response capacity.
