행위자의 대응 오류를 중심으로 한 해양 HNS 유출사고사례분석 방법론 연구

A Study on Analytical Methodology in Maritime HNS Spill Accidents Cases Focused on Error of Actors

국내외 해양 사고가 일어나게 되는 과반수의 원인은 인적 요인에 의한 것이다. 해양 HNS 유출 사고도 마찬가지로 인적 요인에 의해 발생하는 경우가 대부분이다. 하지만, 인적 요인을 분석하는 방법에는 통계 분석과 설문 조사와 같은 기초적인 방법을 주로 사용한다. 또한, 해양 HNS 유출 사고는 통합적 유형의 사고이고 시간에 따라 연속적으로 발생하며 사고에 대응하는 행위자의 행위에 대한 분석이 중요한 사고이다. 그러므로 해양 HNS 유출 사고를 분석할 때 사고 자체의 원인을 분석하기보다 행위자의 사고 대응에 대한 오류를 찾고 그 오류의 원인을 분석하는 방법이 필요하다. 이와 같은 해양 HNS 유출 사고의 특성을 고려한 Sequential Action Plotting을 개발하였다. 이 방법론을 이용하여 해양 HNS 유출 사고를 분석하면 사고의 전 과정에 참여하는 행위자를 분석할 수 있고 어떤 행위자가 어떤 오류를 범했는지, 그 원인은 무엇인지를 직관적이고 명확하게 분석할 수 있다. 이렇게 함으로써 해양 HNS 운송 시스템의 발전과 향상, 정부의 정책 방향에 기여할 것이다.

The major cause of maritime accidents occurring in domestic and foreign is human error. Most maritime HNS spill incidents are caused by human error. However, basic methods such as statistical analysis and questionnaires are mainly used to analyze the human error. In addition, the maritime HNS spill incident is an integrated type of accident, which occurs with time sequencing, and analysis that the actors behavior in response to the accident is important. Therefore, when analyzing the ocean HNS spill incident, it is necessary to find the error of the agent s response and to analyze the cause of the error, rather than analyzing the cause of the accident itself. We have developed Sequential Action Plotting considering the characteristics of the maritime HNS spill. Using this methodology, the maritime HNS spill incident can analyze the actors involved in the whole process of the accident, and can analyze intuitively and clearly the cause of what kind of error occurred by an actor and why the actor did. This will contribute to the development and enhancement of maritime HNS transportation systems and the direction of government policy.
