지진 및 지진해일 발생에 따른 지방자치단체 재난관리 업무 기능 확보를 위한 연구

A Study for Securing the Disaster Management Task Function of Local Governments in the Event of Earthquake and Tsunami

본 연구에서는 지진 및 지진해일 발생 시 지방자치단체의 재난관리 업무 기능을 확보하기 위해 과거 지진 및 지진해일 발생 사례를 통하여 재난관리 업무 기능 확보의 중요성을 검토하였고 우리나라의 지방자치단체 중 하나인 강원도 삼척시의 협업기능별 업무를 분석하였다. 또한 협업기능별 업무담당자를 대상으로 의식조사를 실시하여 대응역량, 문제점, 개선방안 등에 대해 알아보았다. 이를 바탕으로 지방자차단체 재난관리 업무 기능 확보를 위한 개선방안을 제시하였다.

In this study, the important of securing the disaster management task function was reviewed through the earthquake and tsunami occurrence cases in the past in order to secure the disaster management task function of local governments in the event of earthquake and tsunami and the task of Samcheok city government for each collaboration function in Gangwon-do which was one of local governments in our country was analyzed. Also, the response capacity, problems and improvement measures were examined by carrying out the consciousness survey targeting charging government officials for each collaboration function. Based on the result, the improvement measures for securing the disaster management task function of local governments were presented.
