고위공직자비리수사처 설치 방안 검토

세월의 변화를 느낀다. 문재인 대통령 당선 이후 스스로 개혁할 능력이 없었던 검찰은 적폐(積幣) 세력의 으뜸이 되어 외부의 힘에 의해 오래 쌓인 폐단을 걷어내야 할 처지에 놓였다. 적폐를 해소하기 위해 논의 중인 가장 현실적인 방안은 고위공직자비리수사처의 신설과 검찰의 수사권을 분할 또는 이양하는 수사권 조정이다. 지금 정치권의 분위기에서는 공수처의 신설이 검찰 개혁의 첫 출발점이 될 듯하다. 공수처의 설치는 문재인의 정치 분야 대통령 선거 공약사항들 중 권력기관 개혁의 한 축으로 그동안 적폐로 남아있던 검찰 등 고위공직자의 부정부패와 권한 남용을 방지함으로써 보다 정의로운 나라를 만들기 위한 하나의 노력이라고 볼 수 있다. 지금까지 10여 년 동안 공수처 설치 논의가 국회에서 있어 왔고, 현재 국회에 계류 중인 공수처 설치 법률안은 모두 3건이다. 노회찬, 박범계, 양승조 의원이 각각 대표발의 하였다. 따라서 이 연구에서는 세 가지 법률안을 중심으로 각각의 공통점과 차이점을 비교하면서 공수처 설치 및 운영 방안에 대해 검토하였다.
