This study aims to develop the KSL teaching model based on CBI(Content Based Instruction) through the co-teaching pairs of general education teacher and bilingual instructor for the KSL learners. KSL-program for the KSL learners can be characterized as a sheltered program that focus on Korean as a second language education and cognitive academic language proficiency in content area. KSL teaching methodology using co-teaching with Bilingual instructor can be very useful approach to maximize the language transfer based on interdependence KSL students native language (L1) and the Korean language(L2). In the KSL sheltered program, co-teaching implemented by subject teacher and bilingual instructors can be integrated together for even more efficient and effective teaching strategy. This model focuses on integrating language and content by scaffolding mediated two languages-L1 and L2. This approach based on co-teaching with bilingual instructor can help not only enhancing KSL students Korean Academic language proficiency but also forming positive self identity. KSL Instruction model based on co-teaching with Bilingual instructors emphasized on valuing KSL students native language and background culture, balancing two language interactions, providing comprehensible input, publishing targeted output.
