광장정치와 제도정치의 보합으로서 추첨시민의회 모색

Taking the Politics of Street and the Parliamentary Politics Together Seriously: Evaluating Potentials of the Randomly Selected Citizen Assembly

2016년 11월부터 이어진 최대 규모의 촛불집회는 결국 대통령 탄핵으로 이어 졌다. 이에 광장에 모인 민심을 어떻게 제도정치에 반영할 것인가 하는 논의가 속출 하고 있다. 촛불의 제도화, 혹은 광장정치의 제도화를 어떻게 이루어낼 것인가에 대한 보다 치열한 논쟁이 학계는 물론, 정치권, 시민사회에서도 벌어지고 있다. 이러한 흐름 속에서 본 논문은 제도정치와 광장정치 중 한 쪽을 우선시하지도, 반대로 부정하지도 않는 실질적인 광장정치의 제도정치화 방안으로서 추첨시민의회를 제시한다.

The massive candlelight vigil, whose scale outweighed that of 2008, which has continued since November 2016 ultimately led to an impeachment of the president of South Korea. This spectacular form of political participation now gains a significant amount of attention particularly regarding how to reflect those public voices on the street into the realm of parliamentary politics. The heated debate over such methods occurs not only within the academia but also in both political and civil society. In this context, the article proposes as a practical solution to achieve the institutionalization of public voices a randomly selected citizen assembly that does neither prioritize nor sacrifice one over another between the politics of street and the parliamentary politics.
