한일 간의 시민사회 역량 비교

A Comparative Analysis of the Civil Society Capability between Korea and Japan

한국과 일본은 다른 영역과 마찬가지로 시민사회의 발전경로, 성격, 그리고 역량에서도 일정한 유사점과 차이점이 있다. 이 연구는 2008-2010년 사이에 시비 쿠스(CIVICUS)가 주관하여 세계 41개국 시민사회역량을 측정한 것 중에서 한일 양국의 시민사회역량을 각 차원과 지표, 그리고 하위지표에 따라 경험적으로 비교 하는 것이 목적이다. 측정과 비교 결과 한일 양국의 시민사회역량은 중간보다 조금 높았다. 시민사회역량을 측정하는 5개 차원(시민참여, 조직수준, 가치실행, 영향력 인지, 외부환경) 중에서 양국 모두 상대적으로 조직수준과 외부환경의 역량이 높았 고, 시민참여, 가치실행, 영향력인지의 역량이 낮았다. 그러나 양국 비교에서 가치 실행의 역량에서는 한국이 일본보다 높았고, 영향력인지의 역량에서는 일본이 한국 보다 높았다. 그리고 5개 차원을 측정하는 27개 지표와 61개의 하위지표에서는 일정한 유사점도 있었지만, 여러 가지 차이점도 발견할 수 있었다. 이러한 유사점과 차이점의 발견을 통해 양국은 각자의 장점을 적극 발휘하고 약점을 보완하기 위해 상대로부터 학습함으로써, 각국의 시민사회의 역량을 증대하고 양국 간의 연대의 효용을 강화할 수 있는 기회를 가질 수 있을 것이다.

This paper aims to empirically compare the civil society capabilities between Korea and Japan based on the results of measurement conducted by CIVICUS in 2008-2010. The total capabilities of the two countries were a little higher than the middle level. Among the five dimensions measuring the capabilities of the two countries civil society, each states had relatively higher scores in the dimensions of level of organization and external environment, and had relatively lower scores in those of civic engagement, practice of values, and perception of impact. With specific comparison, we could detect that Korea was better than Japan in the capability of practice of values, and Japan was superior than Korea in that of perception of impact. We also could discover some similarities and differences between the two countries in the delicate comparison of 27 indicators and 61 sub-indicators. Korea and Japan could use the results of this research to increase their civil society capabilities and to enhance the solidarity between the two countries with displaying their strengths and complementing their weaknesses which were exposed in the paper.
