포괄적 커뮤니티 주도권에 근거한 여성친화적 도시 프로젝트의 평가

Reviewing the Features in Evaluating the Women-Friendly City Project as a Comprehensive Community Initiative

본 논문은 한국의 여성친화도시 사업에 대한 대안적인 평가틀을 제시하는데 그 목적을 두고 있다. 우선은 종합적 커뮤니티 이니셔티브(CCI)의 영향과 결과를 평가하는데 어려움과 한계들에 대한 고찰을 통해 이의 바람직한 해결방안을 제시한다. 그리고 종합적 커뮤니티 이니 셔티브로써의 여성친화도시 사업 사례 평가에 대한 적용 방안을 모색한다. 결과적으로, 본 연구는 이론 주도 평가법(변화 접근이론 등)에 기반하여 여성친화도시 사업 평가의 대안적인 평가틀을 제시한다.

This paper aims to suggest the alternative monitoring framework of the WFC (Women-Friendly City) project in S. Korea. It first tries to review the difficulties or obstacles when evaluate the impact or outcome of CCIs and also suggest the desirable approach to overcome these things, and then apply such tackling points to the case of Women-Friendly City(WFC) project as a CCIs. In the end, this paper, based on theory-driven evaluation including Theory of Change approach to evaluation, suggests an alternative for the evaluation framework of WFC project.
