The Changes of Korean Civil Society and Its New Roles

최근 한국 시민사회에 과거 10년 전과는 판이하게 다른 커다란 변화가 일어나 면서 과연 한국에서 시민사회는 무엇이고, 또 무엇이어야 하는가에 대한 의문이 늘고 있다. 이 글은 서구 시민사회의 형성과 성격에 대한 고찰에 기초하여, 1987년 6 월항쟁 이후 한국 시민사회의 형성과 발전과정을 살펴보고, 최근 일어난 한국 시민 사회의 변화상을 참여방식의 다양화, 조직구조의 유연화, 중간지원조직의 확대, 풀뿌리조직 및 대안사회운동조직의 증대 등 4가지에 초점을 두고 살펴보았다. 그리고 이러한 변화에 대응하기 위해 한국 시민사회가 국가 및 시장에 대한 견제 역할의 견지, 의사 거버넌스의 극복과 자율성의 확대, 첨단 통신기술에 대한 성찰과 사회자본의 강화, 시민사회의 민주성과 사회성의 강화 등 4가지 역할이 필요함을 역설하였 다. 나아가 한국 시민사회가 아시아 문명과 공동체의 구축에 일정한 이니셔티브를 행사하는 것이 중요하다고 보았다.

Many researchers of civil society in Korea are asking what civil society is and should be experiencing the changes happening in the Korean civil society for the last 10 years. This paper is on the changes and its roles of the Korean civil society based on the building history and characters of Western and Korean civil society. Four changes such as diversity of participation method, organizational flexibility of civil society organization, expansion of supporting organization, and increase of organizations of grass-roots and alternative society activity were studied. About the roles of Korean civil society in response to those changes, four roles such as continued advocacy action against the state and market, surviving fake governance, enhancing social capital, and reinforcing democracy and sociality of civil society were supposed. Finally I emphasized the initiative of Korean civil society to the establishment of Asian civilization and community.
