NGO활동 진단 및 평가와 개선방향 모색: 대전참여자치시민연대 20년 활동평가를 중심으로

Diagnosis, Evaluation and Improvement of NGO activities based on 20 years’ Activities of DPSPS (Daejeon People’s Solidarity for Participation & Self-Government)

본 연구는 NGO활동 진단 및 평가를 위해 대전참여자치시민연대 20년 활동 결과물을 분석하여 NGO의 바람직한 개선방향을 모색하는데 목적이 있다. 기존 NGO활동 평가가 객관적인 방법론에 입각한 평가가 아닌 경험자 또는 관찰자 시각에서 주관적으로 NGO활동을 진단하고 평가하는데 그쳤다면, 이번 연구에서는 지역NGO의 정체성을 고려 ‘재정’, ‘조직’, ‘활동 및 전략’이라는 세분야에 대한 평가범주를 만들고, 이를 토대로 NGO활동 성과물에 대한 양적/질적 분석을 시도하여 객관적인 평가를 도출 하고자 시도했다. 이런 분석결과를 바탕으로 대전참여자치시민연대 조직 및 활동의 특징과 문제점을 도출할 수 있었으며, 아울러, 향후 활동의 바람직한 개선방향을 제시하였다.

This study aims to present recommendations for the improvement of NGOs by diagnosing and evaluating the effectiveness of NGO activity based on an analysis of the results of the past twenty years of DPSPS activities. To date, there have been few objective reports assessing local NGO activities by experienced or objective observers. Furthermore, previous evaluations of local NGO activities were primarily carried out based on subjective assessments. In particular, objective assessments of local NGO activities employing scientific methodology have not been carried out. Taking into account the characteristics of local NGOs, this study suggested three criteria for evaluation of NGO activities: finances, organization, and activities and strategy. These three criteria were set up using quantitative and qualitative methods of analysis to objectively evaluate the activities of the past 20 years of DPSPS. In this way, it was possible to identify the characteristics and problems of organizations and activities of local NGOs and to propose ways to improve the activity of the preferred local NGOs. More research is needed on the promotion and evaluation methods of local NGOs.
