분권형 국정시스템 구축을 위한 시민리더십의 제고방안

Enhancing Citizen Leadership for the Construction of Decentralized Government System

본 연구는 분권형 국정시스템을 구축하기 위해서는 시민리더십을 제고하는 것이 전제되어야 한다는 관점에서 출발하고 있다. 인간이 꿈꾸는 이상적인 사회는 정의로운 사회다. 그러나 현실적으로 정의사회를 구현하기 어렵기 때문에 실현가능한 대안으로 좋은 사회를 추구하게 된다. 이때 좋은 사회는 가장 낮은 계층의 기본적 인권과 기본적 경제욕구를 제도적으로 보장하는 것이며 이것이 가능하기 위해서는 진정한 민주주의와 좋은 거버넌스를 구축하는 것이 선결되 어야 한다. 이처럼 진정한 민주주의와 좋은 거버넌스를 위해서는 시민리더십이 뒷받침되어야 하고, 특히 분권형 국정시스템을 구축하는 데 있어서도 시민리더 십이 매우 중요하다. 따라서 좋은 거버넌스 확보에 필요한 시민리더십은 민간 부문과 시민사회단체분야를 이끌어 가기 위해 공공가치를 확보해야 한다. 물론 시민리더십은 평생교육을 통해 길러지는 것이며 이를 위해 본 연구는 좋은 사회이론을 검토하고 시민성과 시민리더십에 대한 개념규정을 한 뒤 시민리더십을 기르기 위한 하나의 커리큘럼표본과 운영시스템을 제안하고 있다.

This study focuses on Enhancing citizen leadership for the construction of decentralized government system. A human being dreams right society as a ideal society. but it is impossible to realize right society in the world. So we are pursuing good society as a realizable alternative. Good society means to guarantee basic conditions of life to everybody and to protect the right of lower stratification legally. But good society needs the building of true democracy and good governance. Especially it is very important to enhance citizen leadership in decentralized government system. Citizen leaders must have public sector values to lead market(private sector) and NGO. Of course citizen leadership is formed by lifelong education. So there are curriculums to educate citizen leadership. This study suggest a sample of curriculum and an operational system.
