한국의 지역재단과 중간지원기관의 역할

The role of Community Foundation and Intermediary Organization in the Case of Korea

본 글은 한국에서 지역재단과 중간지원기관의 이슈와 역할에 대한 연구를 하는데 있다. 본 글의 목적은 해당 분야의 문헌을 살펴보고 지역재단과 중간지 원기관의 역할과 기능을 제시하는데 있다. 그들의 기능은 기금지원가들의 요청에 따라 서비스 수혜자들에 대한 다양한 기부형태, 관리, 조직 개발에 대한 것들을 조정하는데 있다. 한국에서 지역재단과 중간지원기관의 사회적 역할은 그동안 미흡했다. 그러나 최근에 이들 조직의 역할이 기부문화의 발달과 사회적 기업의 확대의 흐름 속에서 중요해지기 시작했다. 중간지원기관은 프로그램 디자인, 관리, 그랜트 대행, 해당 분야의 업무 조정 등 자금지원가의 목적을 지원 하는 중요한 역할을 수행한다. 중간지원기관이 효과적인 업무 수행을 하기 위해서는 자금지원자의 목적을 지지하면서 독립적인 시스템을 유지해야 한다. 이번 연구를 통해 지역재단과 중간지원조직은 그들의 고객을 위하여 보도 폭넓고 다양한 총체적인 역할을 제공하는 상호 연결되어 있음을 알 수 있다. 어떤 지역 재단들은 중간지원기관으로서 그들의 사업을 수행한다. 그러나 무엇보다도 중요한 사실은 자금지원가의 재정지원에 의존하기보다는 그들의 전문성에 기초한 컨설팅과 교육, 인프라, 그리고 서비스를 통해 자생적 기능을 유지하는 일이다.

This paper investigates the issue and the role of community foundation and intermediaries in Korea. The aim of this paper is to review the literature in this field and to provide of the roles and functions of the intermediation of community foundation and intermediary organization. Their functions are related to arrangement of in-kind contributions, management, and organizational development for their clients according to the request of funders. In Korea, The social role of community foundation and Intermediary organization was insufficient so far. But, recently the role of these organizations is becoming more important in the trends of the development of giving culture and the expansion of social enterprises. Intermediary organization performs important functions in support of a funder’s goals, including program design and management, regranting, and coordination of a field. To be effective, intermediary organization must be able to support goals of funder and to maintain independent system. The study has revealed that community foundation and intermediary organization are interrelated to provide a much wider, more varied and holistic role for their clients in the community. Some of community foundations are conducting their works as a intermediary organization. But most of all, it is important to increase self-sustaining functions through a their own expertise-based consulting, training, infrastructure, and other services rather than to rely on financial supporting from funders.
