일본 커뮤니티 비즈니스 현황과 NPO 역할에 관한 고찰: 커뮤니티 비즈니스 중간지원조직을 중심으로

The Study on status of community business and NPO Role in Japan: focus on Community Business Intermediary system

본 연구는 일자리 창출 등 지역의 현안문제를 해결하는 방안으로써 커뮤니티 비즈니스에 주목하여 동 제도의 소개와 더불어 활성화를 위한 일본 사례를 소개하였다. 특히 일본의 경우 커뮤니티 비즈니스를 활성화하기 위해 중간지원조직을 강조하고 있으며, 전국적 조직화 및 사업 추진을 위한 재정지원, 네트워킹, 정보제공 등의 현황, 역할, 사업 등을 검토하였고, 재정적으로 열악한 커뮤니티 비즈니스를 보완하기 위한 비즈니스 모델을 제시하였다. 이러한 일본의 커뮤니티 비즈니스 중간지원조직을 통해 우리나라 지방 정부에의 시사점은 다음과 같다. 첫째, 행정과 주민간 관계의 재정립 및 NPO의 역할 제고, 둘째, 지역성을 감안한 커뮤니티 비즈니스 사업의 추진, 셋째, 중간지원조직의 활성화와 지원 등을 제시하였다.

The study was conducted for the purpose of deduced the following suggestions through governmental support, structure, case studies, and business model about Community Business in Japan, especially intermediary system and NPO s role. The Japanese Government has been examinated in order to community business activation for community consolidation and boosting local economy. The contents composed intermediary system of national aspect, the networking of NPO s, the support of government financial, the commercializing of local-oriented, the providing of all kinds of community business information. Additionally, the Japanese government s offered business model for reinforcing financial operation and business skill to the community business system operators. Based on the result of the research, there are three important conclusions. The first suggestion was to reorganize relationship between local government and citizen, and to increase NPOs roles. The second suggestion was to promote local-oriented community business. The third suggestion was to activate and support intermediatory system.
