비정부기구(NGOs)와 국제항공 레짐의 변화

The Roles of NGOs and Changes of International Aviation Regimes

오늘날 국제관계에서는 정보기술과 인터넷의 발달로 국민국가 중심에서 벗어나 초국가적 행위자들의 상호의존성의 영역이 크게 확대되고 있다. 이러한 초국가적 상호작용에 국제항공 레짐이 세계화의 기제로서 작용하게 된다. 유엔의 비정부기구(NGO)의 분류기준에 따라 국가 중심의 국제항공 레짐과 이에 대해 비국가적 행위자들 중심의 국제항공 레짐으로 구분이 가능하다. 국제항공 레짐이 국가 정부중심에서 비국가 비정부 중심으로의 이동하고 있는 변화를 추적한다. 종래의 국민국가 중심에서 오늘날 비정부적 행위자들-항공 사, 이용자, 국제민간항공기구 등으로 중심축이 변화된 것을 설명한다. 이러한 국제항공 레짐은 비정부적 행위자들에게 어떤 영향을 미치고, 반대로 비정부적 행위자들은 국제항공 레짐 형성에 어떤 영향을 미치고 있는지를 탐색하였 다. 그 결과 본 논문에서는 국제항공 레짐은 NGO의 활동에 불확실성의 감소, 거래비용의 축소, 국가 실패의 방지, 새로운 생활양식을 제공하는 역할을 한다. 그리고 NGO는 국제항공 레짐 형성에 정형화된 표준화의 필요성, 새로운 여행 목적지의 개발, 공정하고 균등한 경쟁기회확보, 전통적 이론의 수정의 요구 등을 확인하였다.

The purposes of this article were focused on the explorations of changes in international aviation regimes from nation-states to non-states actors―airlines, customers, international air organizations, which were classified into NGOs in accordance with the UN classification of NGOs, and the interactive roles between international aviation regimes and NGOs. In the conclusion, I’d like to summarize my analysis as this. NGOs contribute to the formation of international aviation regimes, playing the roles to necessitate more patterned standardization, develop the new future-destinations for tourism, support the fair and equal opportunity, and revise the conventional theory of the concerned issues. In returns, international aviation regimes contribute to the activities of NGOs, playing the roles to reduce uncertainty for future, minimize transaction costs, prevent state failure, and provide new pattern of life.
