한국에서의 의정활동 평가: 주체 방법 정치적 함의

A Study on the Rating System of Legislative Activities in Korea

이 글은 한국에서의 의정활동 평가에 대한 연구이다. 국회의원들의 의정 활동에 대한 평가의 주체, 평가의 방법과 한계, 평가의 정치적 함의를 분석하고 있다. 우리의 의정평가는 서구와 달리 공익적 시민단체에 의해 주도된다는 특징이 있지만 공정하고 체계적인 지표개발에는 아직도 한계를 보여주고 있다. 대의제 민주주의에서 나타나는 대표성의 위기, 참여의 위기를 극복하기 위해서는 선거에서의 투표참여에 의한 평가뿐만이 아니라 상시적인 의정활동 감시가 필요하다. 이는 ‘사회적 책임성’이라는 시민의 국가에 대한 수직적 통제 기제를 제대로 작동시키는 수단이 될 것이다. 의정활동 평가는 국민의 알 권리를 충족시키고 궁극적으로 우리의 국회가 생산적으로 거듭나 대의민주주의를 성숙시키는 데 기여할 것이다.

This paper investigates the rating system of legislative activities in Korea. More specifically, this study analyzes how to evaluate various legislative activities in terms of key rating entities, methodological limitations and political implications of ratings. Legislative evaluation in Korea is mainly led by public interest groups. Yet the development of fair and systematic index for ratings is very limited. In order to overcome representation crisis and participation crisis in our representative democracy, we need to continue regular oversights as well as electoral participation. This would be the better way to maintain a vertical control mechanism of citizens over the state, which ensures ‘social responsibilities.’ In short, legislative ratings can be a key basis of voters’ rights to know. It can also contribute to the consolidation of representative democracy.
