경제정의교육의 시민교육적 정당화

Economic Justice Education: Justification from the Perspective of Citizenship Education

오늘날 우리 학교교육에서, 특히 사회과 교육에서 경제정의의 문제를 다루어야 하는 이유는 무엇인가? 빈곤과 불평등과 같은 경제정의의 문제를 다루는 것은 사회과교육과 시민교육의 관점에서 어떻게 정당화될 수 있는가? 본 연구는 사회과 교육에 서 상대적으로 등한시 되어 왔던 ‘경제정의’와 관련된 문제들이 시민교육과 사회과교육의 목표와 어떤 방식으로 관련이 되며, 어떻게 정당화될 수 있는가에 대한 질문에 답하고자 하였다. 사회과 교육은 민주주의 사회의 구성원으로서 바람직한 민주시 민의 자질을 함양하는 것을 목표로 한다. 이러한 목표 진술에서 명시적으로 드러나는 바와 같이, 사회과 교육에서 가장 중요한 개념은 ‘민주 시민(democratic citizen)’이라 할 수 있다. 여기에는 ‘민주주의’와 ‘시민성’의 개념이 함께 포함되어 있는데, 빈곤과 불평등이 이러한 사회과 교육의 두 가지 핵심적인 목표의 달성을 어렵게 만드는 요인으로 작용한다. 즉 경제정의의 문제는 필연적으로 ‘민주주의의 위기’와, ‘시민성의 약화’를 가져온다. 따라서 빈곤과 불평등을 포함하는 경제정의의 문제는 민주 주의의 위기를 초래하고, 나아가 시민성의 약화를 초래하게 된다. 이는 사회과 교육의 목표와 본질에 대한 위기를 의미하며, 역설적으로 사회과에서 경제정의의 문제를본격적으로 다루는 경제정의교육의 필요성을 마련해주는 이유가 된다. 또한 이와는 대칭적으로, 민주주의와 시민권이 사회과 교육에서 경제정의의 문제가 다루어져야하는 이유인 동시에 경제정의의 문제를 해결해 주는 역할을 담당하기도 한다.

Why should today’s education and social studies education deal with the issue of economic justice? What is economic justice problems such as poverty and income inequality to do with social studies education or civic education? This study tried to answer these questions: how economic justice issues are related to the orientation and objective of citizenship education, and why it needs to be discussed within social studies education. Social studies education aims to cultivate the proper characteristics as citizens that are required as a member of democratic society. As is explicitly expressed in such objective statement, the most important notion of social studies education is the ‘democratic citizen.’ The term democratic citizen contains two combined meanings: democracy and citizenship. And the problem of economic justice, that is the poverty and inequality, works in a way that hinders the achievement of such objectives of social studies education. It is because the crisis of economic justice, the problem of poverty and inequality incur the crisis of democracy, and the deterioration of citizenship. In other words, poverty and inequality or the crisis of economic justice bring about the crisis of democracy then becomes the reason of the deterioration of citizenship. These problems, therefore, threats the essence and objective of social studies and citizenship education and provide us the justification of economic justice education. And on the other hand, social studies education contains a possibility to solve the problem of economic justice.
